Utility and Low Speed Vehicle Inspection
Per City ordinance, golf carts, utility and other low-speed vehicles may be driven on roads where the speed limit is 25 mph or less. The vehicle must be be inspected by the City of Harrison Police Department, first. Below is the inspection and license process adopted by the City of Harrison for regulated under speed, low Speed and utility vehicles.
• Contact the Harrison Police Department at 513-367-3715 to schedule a regulated vehicle inspection. The inspection will check for headlights, brakes, brake lights, tail lights, turn signals, steering mechanism, windshield, rear view mirror, horn, seat belts and tires in good condition. The initial inspection fee is $50.00. Thereafter, annual re-inspections are $25.00.
• After a successful vehicle inspection, including showing proof of insurance, you will receive a copy of the Harrison Police inspection form and a compliance sticker. The compliance sticker must be displayed on the front windshield. If you lose or damage your compliance sticker replacement stickers are $5.00.
• Take your Harrison Police inspection form and your title to the deputy registrar to obtain your state issued license plates. If your vehicle did not come with a title, you will need to obtain one from the BMV.
• After completing the Harrison Police inspection process, fill out the APPLICATION FOR CERTIFICATE OF TITLE TO A MOTOR VEHICLE – BMV form 3774. Take your Harrison Police Inspection Form and BMV form 3774 to any BMV title office. Each name on the Bill of Sale must be listed on the BMV Form 3774 APPLICATION FOR CERTIFICATE OF TITLE TO A MOTOR VEHICLE and BOTH signatures must be signed in front of a notary OR both parties can appear at the BMV Title Office to complete the form and notarizing.
• The Bill of Sale must have the VIN # of the Regulated Vehicle.
• If your Bill of Sale does not show payment of sales tax, you must pay the appropriate taxes before a title will be issued.
• After installing your license plates contact the Harrison Police Department for final approval that the Regulated Vehicle can be operated on approved City roadways. No regulated vehicle is permitted to operate on any prohibited City roadways.
• Regulated Vehicles must be operated in accord with all State of Ohio traffic laws in addition to all applicable sections of the City of Harrison Codified Ordinances.
Ordinance 4-2021
AN ORDINANCE ADOPTING A NEW CHAPTER OF THE CODIFIED ORDINANCES OF THE CITY OF HARRISON, OHIO REGARDING
UNDER-SPEED, LOW-SPEED, AND UTILITY VEHICLES
WHEREAS, the Ohio Revised Code authorizes Ohio Municipalities to regulate under-speed, low-speed, and utility vehicles; and
WHEREAS, Harrison City Council has determined that it is in the best interests of the residents of the City to adopt regulations related to the operation of under-speed, low-speed, and utility vehicles on City streets.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF HARRISON, OHIO, as follows:
SECTION I
That the Codified Ordinances of the City of Harrison, Ohio, be and hereby are amended to adopt a new Chapter as set forth on the attachment hereto which attachment is fully incorporated herein as if fully rewritten herein pursuant to and in accordance with the Harrison City Charter.
SECTION II
This Ordinance shall amend and supersede any Ordinance, Resolution, Rule, or Regulation which is clearly inconsistent herewith.
SECTION III
Pursuant to and in accordance with the Harrison City Charter, this Ordinance shall become effective immediately upon its passage by City Council.
SECTION IV
It is found and determined that all formal actions of this Council concerning or related to the adoption of this Ordinance were adopted in an open meeting of this Council, and all deliberations of this Council and any of its committees, if any, that resulted in such formal actions were adopted in meetings open to the public, in compliance with all applicable legal requirements of the Ohio Revised Code.

Under-speed, Low-Speed and Utility Vehicles

DEFINITIONS
As used in this Chapter:
- “Under-speed vehicle” is a vehicle as that term is defined under R.C. 4501.01 (XX).
- “Low-speed vehicle” is a vehicle as that term is defined under R.C. 4501.01 (WW).
- “Utility vehicle” is a vehicle as that term is defined under R.C. 4501.01 (VV).
- “Regulated Vehicle” shall mean any Under-speed, Low-speed, or Utility Vehicle regulated under this Chapter.
INSPECTION OF UNDER-SPEED, LOW-SPEED, AND UTILITY VEHICLES.
- No person shall operate a Regulated Vehicle on the streets within the City of Harrison unless it has been inspected and approved by the Chief of Police, or his designee, for compliance with the applicable safety/equipment requirements of the State of Ohio relative to motor vehicles, including headlights, brakes, brake lights, tail lights, turn signals, horns, rearview mirror, windshield, and street-appropriate tires. The Regulated Vehicle shall be registered with the Ohio Bureau of Motor Vehicles and shall comply with all state laws for the registration of motor vehicles to include motor vehicle liability insurance.
- If the Chief of Police, or his designee, determines that the Regulated Vehicle complies with the State of Ohio’s applicable statutory requirements, the Chief of Police shall issue the owner or operator a certificate of compliance entitling the owner or operator to operate the Regulated Vehicle on certain streets within the City. The owner or operator shall also show the Chief of Police, or designee, proof of liability insurance for the Regulated Vehicle before a certificate of compliance is issued. The Chief of Police shall keep a copy of each certificate issued pursuant to this section.
The owner or operator of the Regulated Vehicle shall keep a copy of any certificate issued pursuant to this section inside the Regulated Vehicle to which is pertains. The Chief of Police shall issue a sticker or other similar device to the owner of each Regulated Vehicle once it is inspected. Inspection shall be required annually. The sticker shall signify compliance with this section. The owner of each Regulated Vehicle shall display the sticker in a conspicuous place on the rear of the Regulated Vehicle. The Chief of Police is authorized to charge the owner of a Regulated Vehicle a reasonable fee as designated by the Mayor for the inspection and the required authorization sticker.
- The owner of a Regulated Vehicle shall also comply with all requirements of Ohio law regarding proper title, registration, and license plates prior to operating the Regulated Vehicle on any street within the City. Compliance with this section shall be in addition to, rather than in lieu of, any applicable provisions of State law relative to the operation of motor vehicles.
- The Regulated Vehicle shall not be permitted to park on public streets within the City of Harrison.
- No Regulated Vehicles shall be permitted to operate on any portion of Harrison Avenue, Broadway Avenue, State Street, Campbell Road, and Stone Drive, with the exception of crossing said streets from an adjacent side street whereby designated Regulated Vehicle crossings are permitted.
USAGE AND RESTRICTIONS.
(a) No Regulated Vehicle shall be permitted to travel on any City street where the speed limit is greater than 25 mph. Such Regulated Vehicles shall be permitted to cross intersections with higher speeds, so long as they remain on a street that has a speed limit of 25 mph or less. Notwithstanding such limitations, Regulated Vehicles shall be permitted to travel not further than the nearest through street in a 35-mph zone.
- The operator of a Regulated Vehicle must be at least 16 years of age and have a valid driver’s license.
- Regulated Vehicles must be operated in accordance with all State of Ohio traffic laws in addition to all applicable sections of the City of Harrison Codified Ordinance.
- The Regulated Vehicle shall not be permitted to park on public streets within the City of Harrison.
PENALTY.
- Whoever violates this Chapter is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; and each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
